Review: The tobacco tax bill has now passed both houses of the Legislature. The passage of a tax bill, requiring a three-fourths majority in each house, is being hailed-rightly so-as a huge accomplishment by Governor Mike Beebe. He has the reputation as the insider's insider for his own years in the Ledge. It appears that a few years away, as attorney general and now as governor, haven't diminished any of his legislative skills. The guv's still got the chops.
The vote in the House was right on the money. The tobacco bill needed 75 votes out of the House's 100 to pass. It got exactly that.
Among those voting against the bill were several legislators whose opposition could have been predicted and some who were genuine disappointments. Nobody would have expected Mark Martin of Prairie Grove and Jon Woods of Springdale to do better. They're incapable of it. They have been two of the most backward-looking representatives from Northwest Arkansas in recent history. Which is a sad distinction in a part of the state that has all too often sent short-sighted thumb-suckers to the Ledge.
Of course, those two voted against the bill.
But I'd have expected more from some other opponents.
Other opponents were no surprise. They're backbenchers, doing merely what their party expects: Duncan Baird of Lowell, Les Carnine and Debra Hobbs of Rogers, and Donna Hutchinson of Bella Vista.
May all these opponents have the decency to stay away when the medical school's opening is celebrated. They failed it at a critical moment.

Labor Omnia Vincit was incorporated into the design of the Grand Seal of the Territory of Oklahoma during the second session of the Territorial Legislative Assembly held in Guthrie, January 1893. The phrase was later specified as a feature of the Great Seal of the State of Oklahoma in the 1907 Oklahoma Constitution. |

| | | | Tobacco History: Cigarettes and Literature | The Social History of SmokingGeorge Latimer AppersonChapter 10:Perhaps the best reflection of and comment upon the attitude of society towards smoking is to be found in the ironical, satirical pages of Thackeray. Let the reader turn to the confessions of George Fitz-Boodle Esq.—the "Fitz-Boodle Papers" first appeared in Fraser's Magazine for 1842—and he will find how smoking was regarded at that date, and what Thackeray, speaking through the puppet Fitz-Boodle, thought of it. George starts by saying: "I am not, in the first place, what is called a ladies' man, having contracted an irrepressible habit of smoking after dinner, which has obliged me to give up a great deal of the dear creatures' society; nor can I go much to country-houses for the same reason." The ladies had a keen scent for the abominable odour of tobacco, and distrusted the men who smoked. Here is Fitz-Boodle's, or Thackeray's, comment on it—"What is this smoking that it should be considered a crime? I believe in my heart that women are jealous of it, as of a rival. They speak of it as of some secret awful vice that seizes upon a man, and makes him a pariah from genteel society. I would lay a guinea that many a lady who has just been kind enough to read the above lines lays down the book, after this confession of mine that I am a smoker, and says, 'Oh, the vulgar wretch!' and passes on to something else." He goes on to prophesy—and for once the "most gratuitous of follies" has been justified by the event—that tobacco will conquer. "Look over the wide world," he says to the ladies, "and see that your adversary has overcome it. Germany has been puffing for three score years; France smokes to a man. Do you think you can keep the enemy out of England? Psha! look at his progress. Ask the club-houses, Have they smoking-rooms, or not? Are they not obliged to yield to the general want of the age, in spite of the resistance of the old women on the committees? I, for my part, do not despair to see a bishop lolling out of the 'Athenæum' with a cheroot in his mouth, or, at any rate, a pipe stuck in his shovel-hat."
Read More | The Social History of SmokingGeorge Latimer AppersonChapter 9:With the revival of smoking, things changed at Holkham. On Christmas Day, 1847, Lady Elizabeth, writing to her husband from Holkham, the home of her childhood, remarked: "The Billiard table is always lighted up for the gentlemen when they come from shooting, and there they sit smoking." The growing popularity of the cigar made smoking less unfashionable than it had been among the upper classes of society; but among humbler folk pipe-smoking had never "gone out." Every public-house did its regular trade in clays, known as churchwardens and Broseleys, and by other names either of familiarity or descriptive of the place of manufacture; and on the mantelpiece or table of inn or ale-house stood the tobacco-box. Miss Jekyll, in her delightful book on "Old West Surrey," figures an example of these old public-house tobacco-boxes which is made of lead. It has bosses of lions' heads at the ends, and a portrait in relief on the front of the Duke of Wellington in his plumed cocked hat. Inside, there is a flat piece of sheet-lead with a knob to keep the tobacco pressed close, so that it may not dry up.
